第一题,它其实是分词做状语,这个上课的时候老师应该有讲过的吧,很常考的,它的原句是it remained to be seen whether we can put the plan into practice because we lack money,但是因为句子中的主句与从句具有相同的主语we,所以可以把连词省略后,观察谓语动词与主语之间的关系,若是主动态,则用现在分词做状语,被动态就用过去分词拉,而分析句意可知,是主语we缺钱,所以自然是用Lacking ,而不定式若做状语通常就是表示目的状语,若用To lack句子的意思就变成不合逻辑了.
第二题,因为句子的前面已经有了一个否定的词,所以后面就只能用until,表示直到.才.而unless=if not,它是翻译成除非.否则.例如：
My baby sister never cries unless she is hungry.
(我那刚出生的妹妹除非饿了,否则她是从来不哭的.)
翻译的时候就是具有同时否定主句与从句的作用,那么因为从句中已经有了won't表示否定意义了,再用unless ,双重否定表示肯定,所以句意就变成了除非他们得到了政府的财政资助,否则计划不会不实行（就是会实行咯）,你觉得这还符合句子要表达的意义吗?
