1.Employees' opinions
First of all,I think we should listen to the employees' opinions.The main purpose of setting up a staff canteen is to provide daily meals for employees,and facilitating their dining at work.Most of the time,employees can tell what is right and wrong about a company decision.To consider their opinions is to respect their interests.
2.Cost to the company
It is necessary that the company should always consider the cost.The company can make a financial budget to evaluate all the possible expenditures on the project.Perhaps they can also strive for investment from others.Make sure setting up the canteen is feasible as well as beneficial to employees.
3.Food safety
Food safety in the canteen is also of great importance.Currently the problems regarding our food safety is emerging continuously,which causes increasing social worries.Consequently,I believe food safety should be one of the top concerns for a company canteen.The company must guarantee that the food supplied in the canteen is absolutely safe and reliable,so employees won't take risks to eat outside the company.

When considering setting up a staff canteen, employees’ opinions are very important. You should listen to all of the suggestions, because the canteen is for them to eat their food. It must be set up according to their requirements, and their needs.
2.Cost to the company
Of course setting up a canteen needs money and extra space. What would it cost the company then? Well, first you should consider that is the canteen profit making one or non-profit facility for staff, which means food are sold at low prices or even below break-even point prices? If the latter then you should plan carefully without costing your company too much. If is a profit making one then is just a business venture. The company can recoup the cost later.
3. Hygiene and quality
setting up a canteen are not just about the above issues.There are other factors to consider about too. It is a place where your staff bought their food and eat there. You must ensure that food sold there have to be at tip top condition. Since you don't want your entire work force being food poisoned, would you? Therefore hygiene and cooking safety should be maintain at the highest level at all time. Kitchen staff should all qualified in hygiene trainings and bind to and obey all hygiene codes and requirements.
