同时他指出,由于受国内外经济形势发展的不确定性、南方罕见低温雨雪冰冻灾害、汶川地震及调低证券交易印花税税率等因素影响,今年中央财政收支形势不容乐观.“财政能否超收尚不能确定,难以从中安排资金用于灾后恢复重建.”
2006年中央财政建立了中央预算稳定调节基金,目前尚有1032亿元可以动用.“从中调用一部分资金用于建立地震灾后恢复重建基金,既不影响正常预算执行,也能适当满足今年恢复重建工作需要.”谢旭人说.
按照多渠道筹集灾后恢复重建资金的原则,中央财政除调用中央预算稳定调节基金外,还将对今年预算支出做相应调整,通过车辆购置税、彩票公益金、中央国有资本经营预算安排部分资金用于灾后恢复重建.
“这些资金渠道不同,通过建立地震灾后恢复重建基金可以集中财力,统筹安排,整合使用,专款专用,充分发挥资金使用效益.”
