问题应该是学术类的吧,那么用词和句式就是偏向正式的.
首先,如果是2008年的调查,我建议在句首survey前加上2008,使逻辑严密,并为下文和2007年的数据比较做好铺垫.
1,issue改成了conducted：不少官方报告中,由……机构做的调查之类的说法,用conducted比较多些.issue不太合适.
2,要注意的是,北京大学的英文名就是Peking University,连它自己的网站上也是如此翻译的.有很多中文名字的英文翻译并不就是拼音,比如孙中山（Sun Yat-sen）,蒋介石（Chiang Kai-Shek）等等.
3,部门和学校名称得大写.
4,suffer变成了现在进行时,是因为如果用一般现在时不合逻辑,因为一般现在时还有一层含义就是表示亘古不变的真理.而调查只说明当时（2008年吧?）的状况,并不是永远这样.
5,也就是您最关心的部分,and it is a 4 % more than it was in 2007,为了使学术类文章句子逻辑紧密,在此可用定语从句的which来连接,您用的more没有问题,higher than也好用.
