其次,这里如果用不定式的话可以说得过去,但如果深究的话,to在这里有一些将来时的感觉,类似be going to ...,与主句中的事态不符.
这是伴随状态啊,用进行时比较正宗
如果用to comlain that he had been ill-treated by the police
则表示将来时,一般不这样用
to do sth 表目的更有将来时的意味。
比如i will write to the police to complain.....
而doing sth. 更多表达现在时
虽然两者都能表达目的，但目的也分时态，这更多体现了英语的习惯用法。
不要把complaining改为to complain，因为complain和write是同时发生的动作，意为在信里抱怨，而不是写了信再抱怨。
