The general welfare of a nation's people is a better indication of that nation's greatness than ARE the achievements of its rulees, artists,or scientists.

The general welfare of a nation's people is a better indication of that nation's greatness than ARE the achievements of its rulees, artists,or scientists.
实际上从句的顺序应该倒过来,.better indication of that nation's greatness than the achievements of its rulees, artists,or scientists are.(不过are省略掉也可以.)
He is younger than you are.
He is younger than you.

简化开来看就是the welfare is indication of greatness than are the achievements...
有are: ...is a better (indication of greatness) than are the achievemen...

简化开来看就是the welfare is indication of greatness than are the achievements...
有are: ...is a better (indication of greatness) than are the achievements.
没有are: ...is a batter indication of (greatness than achievements).achievement 和greatness就同属 indication管了,并列修饰indication.
