应该选A,因为已经有了第一句following.,逗号后要跟主语,而'by the first quarter of this year' 是时间状语,不能在这种情况下作为‘插入语’放在句子中间,'following.后停顿,要连接主语,所以后三个一下就淘汰了.A选项表达同样的时间,同时也是比较简炼的表达方式.题干是典型的中文式表达方法,你可以试着翻译下来读,而在英文中,时间状语通常放在句末,也可放于句首,该句因为有了状语following...,所以从语法角度讲不可以把时间状语插在句中.
by的用法,在这里是固定搭配'by the end of'表示‘截止...；到...为止’.
