it可以指代learning English well这个动名词短语,也可以是一个宾语从句的引导词；而在第二个例子里面,it是虚拟主语,那么important的后面就只能跟不定式,而不能跟动名词短语了.
嘿嘿,其实语法这种东西很活的,我上中学的时候一直搞不清楚状语和定语的区别,甚至连定语从句都不知道是什么含义,但是我的英语成绩一直是班上第一.所以,英语不能学死了,语言是活的~更重要是语感,而不是形式化的语法.
1. 若是Vt+名词(O)+形容词(OC)，则不可用形式宾语(it)，例如：

2. 但宾语是不定词或名词子句时，须用形式宾语(it)，写成Vt+it (虚O)+形容词(OC)+ 不定词或名词子句(真O)，例如：
He made it clear what he intended to do.
I take it for granted that you will give me a hand.
They feel it necessary to work harder.
Airplanes make it possible to travel around the world in a short time.
3. 前例2全部it (虚O)不能省略。为何用虚宾语(it)呢？因为真宾语太长，试看：
(X) Airplanes make to travel around the world in a short time possible.
现行英语不成立。
