fulfill使用原形我想唯一的解释是与前面的solve并列共用一个to

因为or fulfill,,,是单独插入进来的，所以加上逗号无可厚非

with speed就是介词短语作为状语

to solve or to fulfill,故不用动名词形式
with 前面不可以去逗号，因为说明解决问题的速度和完成工作的速度，而去掉就会被误解为只是完成工作的速度。
