我现在在一个学校教新概念课本.
dress in和 be dressed in这两个你就认为一样就行了,没多大区别.dressed换成dressing也行,或者干脆去掉dressed也行.语法是活的.

过去分词表示被动
这里dressed in a smart black suit 是作为伴随状语，正如你给出的答案be dressed in 这个固定用法，在作为伴随状语的时候直接变成用ed 分词结构。
所以，不可以比较这两个短语，这实际上是一个短语，只不过在不同的句子中要用不同的方法来用
