比较一下三个句子，我们发现：①坐在桌子的哪一边，用了on；②床边的桌子，显然不是说“桌子在床上的边条上”，换句话说，桌子不在床上！所以用的是by，表示的是紧挨着的方位；③站在路边，用了at，那么人肯定还是属于路的区域范围内的，不会超出路的两端
相比之下，你的第一个句子，路边上有个电话机盒子，照理应该是在公路的区域以内，只不过处于旁边的方位罢了（而如果用了“by” 的话，就应该是在路的外面了）
