As a significant developing objective in "Eleventh Five-Year Plan" of Hunan province,the integrative development of regional logistics in Changsha,Zhuzhou and Xiangtan areas,will boost the implementation of economic integration strategy in this zone.Linking to the status quo of regional logistics development in above zone,this paper generalizes barriers from imperfect market factors in the integrative development process of regional logistics as institutional issues,and analyzes them from 3 aspects,respectively market environment,policies and institutional system,and government administration.

As an important goal of Hunan province in the “11th five-year plan”, the integrative development of regional logistics in Changsha, Zhuzhou and Xiangtan area will play a great improving role to the integration strategy of regional economic. According to the developing status of regional logistics in this zone, this paper reduce the barrier of imperfect marketing factor which face with the integrative development of regional logistics to a system problem, and analyses it from three aspects , the market environment, policies and systems, and government administration, etc.
