P.S.我也遇到了,有论坛说重装license manager.我正在试
这个问题已经在ArcGIS Desktop9.3中报告了多次,原因是Desktop 9.3使用了Acresso Software的FLEXnet Publisher v11.4 licensing技术.很多使用该技术的其它软件也报告了相似的问题.ESRI已经意识到了Acresso 软件的问题.
解决方法：
通过在客户端工作站配置环境变量来提升程序请求license manager的等待时间.修改环境变量,添加新的环境变量FLEXLM_TIMEOUT 值是1000000（1秒）.
具体的做法：
1、我的电脑,右击属性；
2、在系统属性对话框中,点击高级；
3、在高级面板中,单击环境变量；
4、在系统变量下方,单击New.
5、在对话框中输入变量名为FLEXLM_TIMEOUT,变量值为1000000；
6、保存,关闭对话框,登陆ArcGIS Desktop9.3.
如果license可以获得,那么1000000足够了.如果license 没有获得,那么将FLEXLM_TIMEOUT的值设置的更大 ,直到可以从服务器获得license.
