摘 要：在知识经济条件下，人力资源对中小企业的发展具有举足轻重的作用。越来越多的企业管理层也逐渐认识到人力资源管理对企业发展的重要性。中国加入WTO后，经济全球化的背景下，中国企业发展也面临着更激烈的竞争环境，而竞争成败的核心关键就在于人力资源管理方面。我国的企业在人力资源管理上还存在着管理认识不足，管理意识落后，管理方法陈旧等诸多的问题，严重影响和制约其快速的发展壮大。企业要想在激烈的国际竞争中立于不败之地，就必须在企业管理上下功夫，尤其要充分认识到我国企业在人力资源管理上的不足，从而更新理念、加紧变革，建立健全科学的企业机制及人力资源管理体制，塑造优秀的企业文化，以形成我国企业在国际竞争中的优势地位。
本文首先从人力资源管理的概述开始论述人力资源管理的内涵，从而引出人力资源管理在企业中的重要性，然后进一步分析了中小企业中人力资源管理的状况，最后针对现状提出解决问题的对策。

Abstract:In the knowledge economy,human resources development of small and medium enterprises play a decisive role.More and more enterprises have come to realize the management of human resources management for enterprise development.China's accession to WTO,in the context of economic globalization,the development of Chinese enterprises are also facing more intense competition,and competition is the key to success or failure of the core human resources management.China's enterprises in human resource management,there is still a lack of knowledge management,management awareness backward,outdated,and many management problems,severe impact and constraints of its rapid development and expansion.Enterprises in the fierce international competition in an invincible position,we must work hard in business management,in particular,to fully understand China's enterprises in human resource management deficiencies,so as to update the concept,to step up reform,establish and improve the scientific enterprise mechanisms and human resources management system,create excellent corporate culture,to form China's enterprises in a dominant position in international competition.
This article first start with an overview of human resource management discuss the meaning of human resources management,human resources management which leads to the importance in the enterprise,and further analysis of the SMEs in the situation of human resources management,the status quo of the last for solutions to this problem.

摘要：In the condition of knowledge economy, human resources to small and medium-sized enterprise development plays an important role. More and more enterprises management also gradually realize human resource management on the importance of enterprise development. China's accession to the WTO, the background of economic globalization, the Chinese enterprise development is also faced with more intense competition environment, and competitive to the success of the key lies in human resources management. Our enterprise human resources management in the existence of management, inadequate understanding, management backwardness, management methods such as old many issues, seriously influenced and restricted its rapid development. Enterprise want to in the fierce international competition in an invincible position, we must in enterprise management fluctuation kongfu, especially must fully realize our country enterprise in human resources management in the deficiency, in order to update ideas, intensify reform, establish a scientific enterprise mechanism and human resource management system, the shape of outstanding enterprise culture, in order to form our country enterprise's dominance in international competition.
This paper from the summary of human resources management of human resources management began discusses connotation and lead to human resources management in enterprise's importance, then analyzed further human resource management of small and medium-sized enterprises in view of the present situation of the condition, finally gives some countermeasures.
